Some issues to be fixed in regards to the dishonorable point system
This message and suggestions originally sent for the GW administration have been posted here for public commentary by the Guild Wars player community.
---
Hello.
I'm pleased to see that Guild Wars administration is taking action in regards to people acting dishonorably in the PvP arenas. A few issues appeared in regards to the new system on my first games on the arenas after it's implementation and I thought I would bring them to your attention.
Specifically, I feel that dishonor points should not be inflicted if the battle has already ended, ie. one of the teams is dead. This would allow people to leave a match as soon as it is settled instead of having to wait for the autoreturn after a defeat. Also it would allow a winning team player to make an exit inside the grace period for the next round, which is sometimes necessary. Say when a GvG game or another organized battle is set up and the player is needed to participate, while not encumbering the players team since a replacement player would be assigned the next round.
Currently dishonorable points are inflicted on the background without any direct notice for the player at the time. It would carry a much more instant and stronger effect if the player was notified by a text message every time they receive dishonorable points for their actions. This also clearly points out to the player what activity is considered dishonorable, as they engage in it.
Also note that dishonorable points may be assigned in error currently due to the fact that a disconnected player keeps other players from resigning. For a personal example, many times in team arenas a player has failed to connect and left my team without a critical character such as a monk to fend off a full team on the other side. Often in such a situation, at least in the beginning of a run it is preferrable for everyone to just map back to the staging area to regroup with the dropped player. This is certainly not something that should be punished, and the best solution probably would be counting a disconnected player as /resigned as long as they remain so.

While this is a suggestion that has a little merit, why not spend the 10 seconds congratulating the other team? Bring some civility back to RA and all that.
Sorry but I just can't agree with this on principle.

I'm sorry, but could you clarify which is the thing you can not agree with?
My suggestions are to address some of the issues with the current dishonorable point system, not as such at this time to say for or against it as a whole.
I'm personally all for congratulating the other team with a 'Good game', 'Nice interrupts' or alike if the battle merits such.

That isn't a problem. Leaving once every hour doesn't do any harm, since one leave isn't enough to ban you from arenas for an hour, and your dishonor points are cleared every hour after you got them as long as you don't gain any more during that time.

Well, one of the issues I've been having this far as mentioned is that I've gotten used to not waiting for the autoreturn timer. Rather I map myself back directly if I'm playing RA and the team is already defeated, but now I gain dishonor points for doing that. Of course this is something one could simply learn not to do, but the fact stands that it should not really be happening in the first place.
It might be a good idea also to implement something that allows you to map back without punishment if you are dead for a certain period of time, say 30 seconds and no one resses you. This would also at least partially solve the problem for the members of a team where there is one last player just running away from the opposing team.
Other people have also been suggesting that leaving after two or three minutes into the round would not incur penalties, which I think is a suggestion worth looking into considering it would still keep people from quitting outright. While making it possible to exit situations that have grounded to a standstill, without penalty.

Speed.
Waitng for the 10 second timer won't harm anyone. But will make some good for the server speed.
